also to be fraught with serious administrative difficulties the matter was further considered by the new Attorney General, Mr. C.G. Alabaster, and a new Bill was framed. This new Bill was in its turn fully considered and with the approval of Executive Council was introduced into Legislative Council and passed as Ordinance No.7 of 1931.
